The implementation of artificial intelligence (AI) in the form of AI-based tools in universities is a task for many and one of many tasks. From the perspective of AI governance, this article addresses how and under what conditions AI can find its way into universities. Based on governance issues, key lessons learned from the BMFTR-funded IMPACT project on the implementation of AI in university governance are presented and classified.

About the authors:

Adrian Roeske

Adrian Roeske has been a research assistant at the Institute for Information Management Bremen since November 2017 and at the University of Bremen since November 2023, where he is a member of the “Information Management Working Group.” He is also a member of the ZeMKI Lab “Sociotechnical Systems and Critical Data Studies.” His research focuses on digitality and digital transformation in the context of schools, school social work, and extracurricular educational settings. In the “IMPACT” project, he was responsible for project coordination and project management and contributed to the implementation of chatbots, legal implications, and the creation of bias teaching/learning materials for the University of Bremen.

Imke A.M. Meyer

Imke A.M. Meyer has been working as a research assistant in the Media Education and Didactics of Multimedia Learning Environments department of the Faculty of Education (Prof. Dr. Karsten D. Wolf) since September 2018. She is also a member of the ZeMKI Lab “Sociotechnical Systems and Critical Data Studies.” In her work and research, Imke A.M. Meyer focuses on the design and UX and LX evaluation of multimedia learning environments. From October 2022 to May 2025, she was also a member of the “Information Management Working Group” headed by Prof. Dr. Andreas Breiter and worked as a project coordinator and project manager in the “IMPACT” project, focusing on legal implications and bias.

Andreas Breiter

Dr. Andreas Breiter has been Professor of Applied Computer Science in the Department of Mathematics and Computer Science at the University of Bremen since July 2008. He heads the ZeMKI Lab for Socio-Technical Systems and Critical Data Studies. He is the scientific director of the Institute for Information Management Bremen GmbH, a non-profit research institution at the University of Bremen (www.ifib.de). His research focuses on datafication and AI-supported systems, particularly in public administrations and educational institutions. His latest research findings on datafication have been published in the edited volumes “Datafication (in) Education. Critical Perspectives on Digital Measurement in Educational Contexts“ (together with Mandy Schiefner-Rohs and Sandra Hofhues, Transcript, 2024) and ”Die datafizierte Schule” (together with other authors, Springer, 2023). Current developments in AI-supported systems are presented and discussed at international conferences (CHI, ECER, EAIR, ECCES, and ESERA).
