Comment on the Digital Citizenship Education framework on the 13th Forum on Intercultural Learning and Exchange

Emilija Gagrčin (ZeMKI, GLaMS Lab) contributed to the 13th FILE – Forum on Intercultural Learning and Exchange, held by Fondazione Intercultura in Colle di Val d’Elsa on 13–15 November 2025 under the theme “Encouraging Value-Based Behaviors: From Pupils’ Mobility to Civic Engagement.”

Speaking from a vantage point as both an AFS alumna and a media scholar, she responded to Dr. Alessandro Soriani’s presentation of the Council of Europe’s Digital Citizenship Education framework. Her commentary argues that digital citizenship is not only a competence target but something that emerges through everyday media practice, and that the secondary school exchange year is an unusually rich, yet largely unstudied, setting for such learning. She proposes low-cost reflective methods and a longitudinal research agenda that exchange organisations are uniquely positioned to advance. The commentary has now appeared in the Intercultura Quarterly, a practitioner-facing outlet published by Fondazione Intercultura, and is enclosed below.
